Public Offer of Service Provision

This Public Offer is made by A&K American Educational Consulting, Registration Document Number C4715172, 5260 Fiore Terrace, 209 San Diego, California, USA, 92122, hereinafter “the Offerror” to the unlimited circle of natural persons and legal entities. If accepted, it leads to forming an agreement between the Offerror and the person who accepted the Public Offer (hereinafter also referred to as “the Acceptor”). The Offerror and the Acceptor are collectively referred to as “the Parties”. The provisions of the Agreement being formed in this case shall be subject to the provisions hereof. Now therefore the Parties agree as follows:

1.1. The subject matter of this Offer is the provision of information and consulting services to the Acceptor concerning higher education, work, courses (including language courses), study abroad programs, including matters related to enrollment and other matters stemming from the content of the services indicated in the Supplements, services related to the submission of documents to the educational institutions of the USA, services related to the payment of consular fees for US machine-readable visas (hereinafter “MRV Fee”, “Consular Fee”) and/or i-901 Fee charged by the government agencies of the USA for student case administration in the SEVIS database within the framework of the SEVP program (hereinafter the “SEVIS Fee”), services related to the filling out of i-901 form and other services (together hereinafter referred to as the “Services”).
1.2. The content, terms of provision and the price of the Services, along with other information, are published on the Internet at https://usa-ak.com. The procedure of service provision and payment is indicated in this Offer.
1.3. In accordance with the terms of the Offer, once the agreement if formed, the Offerror undertakes to render the Services, while the Acceptor undertakes to pay for the Services. Any other rights or obligations mentioned in p. 4 hereunder require agreement formation and acceptance hereof to be legally binding.
1.4. The Offerror is entitled to engage co-Offerrors (sub-Offerrors) and other third parties to render the Services at the Offerror’s own discretion and/or without the Acceptor’s consent.
1.5. The Services shall be paid for via the Internet, including via Skype, WhatsApp or any other messaging application or audio/video communication systems that the Offerror should elect to use. By accepting this Offer, the Acceptor also agrees to fixation (archiving, recording) of messages, audio/videocalls for further use by the Offerror for the purpose of the undertaking under this Offer and for improvement of the quality of the Services rendered hereunder. Such recordings are not subject to dissemination, neither is any other information received from the Acceptor in compliance with the laws on personal data.
1.6. The Acceptor agrees to his/her personal data processing by the Offerror within the scope required for the undertaking under the Offer.
1.7. The Offerror does not provide legal services. It is also presumed (unless indicated otherwise) that the Offerror, as well as the third parties engaged by the Offerror to render the Services, are not immigration attorneys.
1.8. In accordance with U.S. laws, the following actions shall be understood as a full and unconditional acceptance of this Offer (and that, in aggregate, constitute an acceptance of this Offer):
a) Perusal and familiarization of oneself with the terms of this Offer;
b) Making a 100% down payment for the ordered Services on the terms indicated in this Offer. If the Acceptor makes a down payment, it shall be presumed that he or she has perused and familiarized himself/herself with the terms of this Offer.
1.9. By accepting this Offer in accordance with the procedure set forth hereinabove, the Acceptor agrees to all its terms in the form set out in the text of this Offer. The provisions of the agreement formed in this way shall be subject hereto. At the same time, the Acceptor is entitled to clarify the terms of Service provision by communicating with the persons representing the interests of the Offeror.
1.10. By accepting this Offer, the Acceptor thus expresses, on his/her own behalf or on behalf of other persons interested in the Services indicated herein, his/her agreement with the fact that the indicated terms do not infringe upon the legal rights of the Acceptor.
1.11. By taking the relevant actions to accept this Offer, the Acceptor guarantees that he/she has the legal right to enter into a Agreement with the Offerror.
1.12. The Offer shall be published on the website of the Offerror at: https://usa-ak.com (hereinafter the “Website”). The Offerror is entitled to amend the terms of this Offer at any time. The amendments to the terms of the Offer shall become effective from the moment that they are published on the Website.
1.13. The Offer may be withdrawn by the Offerror at any time. Until that moment, the period for acceptance by the Acceptor is unlimited.
1.14. In case of technical errors on the Website (for example, incorrectly indicated prices), the Offerror shall inform the person who indicated their willingness to accept the Offer and clarify the terms of the Offer. In this case, the person who indicated their willingness to accept the Offer shall regard the indicated communications from the persons that represent the interests of the Offerror as the source that contains the correct terms of Service provision.

Supplement 1 to the Public Offer of Service Provision

1. This document serves as Supplement 1 to the Public Offer of Service Provision available on the website https://usa-ak.com/ (hereinafter the Website) and is an integral part thereof

2. One of the Services is the non-gratis provision of services to the Client concerning the payment of the MRV fee and/or the SEVIS fee including the filling out of the i-901 form.
2.2. By purchasing the service to fill out the i-901 form and to pay the SEVIS fee, the Client agrees to the terms of service provision indicated in Supplement 3, the Offer and this Supplement 1. Specifically, the Client agrees to the following terms:
2.2.1. The price of the service to pay the SEVIS fee is determined in compliance with the information indicated in Supplement 3 and includes the amount of the fee itself – 350 (three hundred fifty) US dollars. The full price of the service inclusive of the commission fee is indicated in Annex 3 in dollar equivalent. The amount indicated in Supplement 3, in the relevant currency, in compliance with the exchange rate determined by the Contractor, shall be transferred to the bank account of the Contractor or another account indicated by the Contractor or via online payment systems. The method of payment shall be determined by the Contractor in compliance with the Offer and/or this Supplement 1.
2.2.2. The price of the service to pay the MRV fee shall be determined in compliance with the information indicated in Supplement 3 and includes the amount of the fee itself – 160 (one hundred sixty) US dollars. The full price of the service inclusive of the commission fee is indicated on the Website in dollar equivalent. The amount indicated in Supplement 3, in the relevant currency, in compliance with the exchange rate determined by the Contractor, shall be transferred to the bank account of the Contractor or another account indicated by the Contractor or via online payment systems. The method of payment shall be determined by the Contractor in compliance with the Offer and/or this Supplement 1.

2.2.3. The service to fill out the i-901 form and to pay the i-901 Fee (SEVIS Fee) is rendered on the basis of the information provided by the Client. All boxes of the i-901 form are filled out in accordance with the information that is communicated by the Client to the Contractor using one of the methods indicated in the Offer and/or this Supplement 1.
2.2.4. The Client shall provide the documents and information requested by the Contractor that is required to render the services within the timeframe set by the Contractor; should there be no set timeframe – within a reasonable period of time. The Client should remember that the SEVIS Fee must be paid not later than 3 (three) business days prior to the interview, and that the MRV Fee must be paid prior to making an appointment for an interview at the embassy of general consulate of the USA.
2.2.5. The service to pay the MRV Fee is rendered solely on the basis of the information provided by the Client. If the consular fee must be paid by a bank card from the personal profile of the applicant on the platforms https://ais.usvisa-info.com/ or http://cgifederal.secure.force.com/, the payment shall be made after the Client has provided the Contractor with the relevant details (login and password) of an active (not blocked, or banned) and fully and correctly filled out personal profile on the indicated websites. If the fee is paid via a different website, the payment shall be made after the Client has communicated the relevant information to the Contractor using one of the methods indicated in the Offer and/or this Supplement 1

2.3. A more detailed description of the services is provided in Supplement 3

3. The Contractor undertakes to:
3.1. Organize and ensure that the Services are rendered properly in accordance with the Offer, specifically:
3.1.1. Pay the consular fee within the timeframe agreed with the Client; should there be no set timeframe – within a reasonable period of time.
3.1.2. Pay the consular fee in compliance with the information provided by the Client.
3.1.3. Provide the Client with a confirmation of payment of the consular fee after the consular fee has been processed.
3.2. Use all personal information and other confidential information of the Client solely for the purpose of Service rendering, not show or transfer the documents and information about the Client to third parties, unless this is done in compliance with the Confidentiality Policy and the User Agreement provided on the Website.
3.3. Respect the Client, prevent any physical or psychological violence, not violate the rights of the Client to freedom of conscience, information, expression of personal opinions or beliefs.
3.4. Provide the Client with information on the status of the paid consular fee within a reasonable timeframe

4. The Client is aware that the Contractor is not responsible for:
4.1. Period of processing of the paid SEVIS or MRV Fee after their payment.
4.2. Errors made by the Client when providing the required payment information or when filling out the Client’s profile.
4.3. The Contractor retains the right to unilaterally refuse to render the services to pay the fee at any stage (for example, in case of forbidding technical complications). In this case, the Client shall be fully refunded minus the relevant banking fees and commissions of other financial organizations that cannot be refunded

Supplement 2 to the Public Offer of Service Provision

1. This document serves as Supplement 2 to the Public Offer of Service Provision available on the website https://usa-ak.com/ (hereinafter the Website) and is an integral part thereof

2. One of the Services is the non-gratis rendering of the following at the request of the Client:
2.1. Provision of information and consulting services concerning enrollment in a language school or another educational institution of the USA and concerning other matters related to studying in the USA.
2.2. Consulting services related to preparation of a package of documents for enrollment in a language school or any other educational institution in the USA

3. Within the framework of the Services indicated in p.2 of Supplement 2, the Contractor undertakes to take the following action:
3.1. Verify and analyze the documents provided by the Client.
3.2. Submit the documents to a language school or another educational institution in the USA.

4. The Client shall select a language school or another educational institution in the USA from those educational institutions that cooperate with the Contractor

5. By accepting the Offer, the Client confirms that the Client’s intentions are strictly non-immigrational, specifically: the Client intends to study at an educational institution in the territory of the USA, but has no intention of breaking the laws of the USA

6. The price of the Services indicated in p. 2 hereinabove is indicated in Supplement 3

7. The period of Service provision is limited by 12 (twelve) calendar months from the moment of acceptance of the Offer. A Contract shall be concluded from the moment of acceptance of the Offer and shall remain effective during the entire course of Service provision

Supplement 3 to the Public Offer of Service Provision

a) This document is Supplement 3 to the Public Offer for the provision of Services available on the website https://us-ak.com / (hereinafter referred to as the Site) and its integral part.
b) Below is a description of the services provided on the Website. In case of a contradiction between the information on the Website and the information in this application, priority is given to the information provided on the Website.
b.1) Information about the specifics of the provision of services for filing documents is also provided in guides that the Acceptor can request from the Offerror through the Website or by other means.
b.2) The number of available places remaining in the educational institution is presented on the Website. If there are no available places or admission is temporarily not conducted, this information is displayed on the Website and submission of documents to the appropriate educational institution is temporarily impossible.
b.3) Our specialists are not licensed lawyers and do not provide legal services.

Services provided by the Offerror:

1. Webinar with a visa specialist.
1.1. This service provides the Acceptor with the opportunity to decide on an educational institution, get answers to their questions and make a step-by-step plan for further actions during a group webinar.
1.2. The price and the possibility of splitting the payment: 50 US dollars, 100% prepayment.
1.3. Format: audio or video call.
1.4. Duration: 1 hour.
1.5. Number of participants: up to 5 people.
1.6. Organization: after receiving payment by the Offerror, the Offerror or the third party involved sends the Acceptor a form for questions. The Acceptor has the opportunity to enter 3 questions in this form, as well as get answers to them at the webinar. Also, the Offerror or the third party involved will inform the Acceptor in advance of the date and time of the webinar.
1.7. Possible topics: admission and study at a language school, interview with a consul for a US visa, preparation for a trip to the USA, adaptation and residence in the USA, fears and experiences associated with the trip.

2. Consultation with a specialist.
2.1. This service provides the Acceptor with the opportunity to decide on an educational institution, get answers to their questions and make a step-by-step plan for further actions during consultation with a specialist.
2.2. The price and the possibility of splitting the payment: 149 US dollars, 100% prepayment.
2.3. Format: audio or video call.
2.4. Duration: 1 hour.
2.5. Possible topics: answers to questions about educational institutions in the USA and admission to American educational organizations with which the Offerror cooperates, by countries of interviewing at US consulates, necessary documents and vaccination, as well as travel to the USA.

3. Personal support.
3.1. This service is a package of services and includes consultation with a specialist, preparation for an interview, instructions for completing DS-160 and recording for an interview, as well as the services of a personal manager who accompanies the Acceptor at every stage of his trip.
3.2. The price and the possibility of splitting the payment: 590 US dollars for the provision of services to one individual. 790 US dollars for the provision of services to two individuals.
3.3. The "personal support" service can also be provided simultaneously with the submission of documents to a language school or university. In such cases, it is possible to divide the payment into 2 parts.
3.4. The price of the service "Personal support + language school" (submission of documents to the language school and provision of the service "personal support" is 1090 US dollars. It is possible to divide the amount into 2 payments:
a) USD 750; this amount includes payment for the services of the Offerror for checking and submitting documents to the language school and payment of school registration fees, consultation with a visa specialist, as well as the services of a personal manager;
b) 340 US dollars; this amount includes payment for the services of the Offerror to provide guides for completing DS-160 and making an appointment for an interview, an interview simulator, an English lesson, as well as information support on all issues.
3.5. The price of the service "Personal support + language school" (submission of documents to the university and provision of the service "personal support" is 1090 US dollars. It is possible to divide the amount into 2 payments:
a) US$ 850; this amount includes payment for the services of the Offerror for checking and submitting documents to the university and paying registration fees, consultation with a visa specialist, as well as the services of a personal manager;
b) 340 US dollars; this amount includes payment for the services of the Offerror to provide guides for completing DS-160 and making an appointment for an interview, an interview simulator, an English lesson, as well as information support on all issues.
3.6. The relevant services listed above are provided after payment of the corresponding part of the total cost of services.
3.7. If the price in this Offer or the annexes to this Offer does not match the price on the Website, the information on the Website has priority. If the price on the website and in the Offer or applications differs, the specific amounts and the amount of the corresponding parts of the payment are determined by the Offerror in each specific case.
3.8. All the provisions listed in clause 3 are equally applicable to personal support on a tourist visa. This service includes answers to the Acceptor's questions, provision by the Offerror to the Acceptor of a list of documents required for an interview for a mixed visa for business and tourist trips B1/B2. This service also includes providing instructions for self-completion of the DS-160 questionnaire and recording for an interview, training in an interactive format using a simulator, providing a checklist with popular questions asked at the interview, as well as an English lesson before the interview.
3.9. The price of the "Personal support on a tourist visa" service is $ 599 for one person and $ 779 for two people.

4. VIP support (VIP support).
4.1. This service is a package of services and includes consultation with a specialist, extended preparation for an interview, verification and submission of documents to a language school or university, payment of the registration fee of an educational institution in the USA, filling out DS-160 by a specialist, payment of consular and student fees, registration for an interview at the US consulate, support in a selection of air tickets and accommodation, as well as the services of a personal manager who accompanies the Acceptor at every stage of his trip.
4.2. The price and the possibility of splitting the payment: 2990 US dollars for admission to a language school, 3490 US dollars for admission to a university. It is possible to divide the payment in the manner provided for in paragraphs 4.3. and 4.4. of this Annex.
4.3. When purchasing the VIP + language school service (VIP support and submission of documents to a language school), it is possible to divide the payment into 3 parts:
a) 1000 US dollars; this amount includes payment for the services of the Offerror for checking, filling out and submitting documents to the language school, payment of the registration fee to the school, consultation with a visa specialist, personal manager services, an interview simulator; also included in this amount is a consultation on obtaining a Schengen visa (in written format) and translation of documents required for admission to an educational institution in the United States and an interview (apostille services are not included in the cost of services, the need for notarization of the translation is established by agreement of the Parties and is included in the cost of services, with the maximum number of pages, the cost of translation and notarization of the translation of which is included in the cost of services is limited to 20 pages or is determined by agreement of the Parties);
b) 1000 US dollars; this amount includes payment for the services of the Offerror for extended preparation for an interview with a visa specialist (such preparation includes an individual plan of questions for the interview, communication with a visa specialist, an English lesson), filling out DS-160, payment of the consular fee;
c) US$ 990; this amount includes payment for the services of the Offerror for an appointment for an interview (including bot services, if they are required), payment of the I-901 (SEVIS) fee, support in the selection of air tickets and accommodation in the country of the interview, support in the selection of air tickets and accommodation for the first time in the USA, as well as prompt support on all issues.
4.4. When purchasing the VIP + University service (VIP support and submission of documents to the university), it is possible to divide the payment into 3 parts:
a) 1300 US dollars; this amount includes payment for the services of the Offerror for checking, filling out and submitting documents to the university, payment of the registration fee to the school, consultation with a visa specialist, personal manager services, an interview simulator; also included in this amount is a consultation on obtaining a Schengen visa (in written format) and translation of documents required for admission to an educational institution in the United States and an interview (apostille services are not included in the cost of services, the need for notarization of the translation is established by agreement of the Parties and is included in the cost of services, with the maximum number of pages, the cost of translation and notarization of the translation of which is included in the cost of services is limited to 20 pages or is determined by agreement of the Parties);
b) 1200 US dollars; this amount includes payment for the services of the Offerror for extended preparation for an interview with a visa specialist (such preparation includes an individual plan of questions for the interview, communication with a visa specialist, an English lesson), filling out DS-160, payment of the consular fee;
c) US$ 990; this amount includes payment for the services of the Offerror for an appointment for an interview (including bot services, if they are required), payment of the I-901 (SEVIS) fee, support in the selection of air tickets and accommodation in the country of the interview, support in the selection of air tickets and accommodation for the first time in the USA.
4.5. The relevant services listed above are provided after payment of the corresponding part of the total cost of services.
4.6. If the price in this Offer or the annexes to this Offer does not match the price on the Website, the information on the Website has priority. If the price on the website and in the Offer or applications differs, the specific amounts and the amount of the corresponding parts of the payment are determined by the Offerror in each specific case.
4.7. The term of VIP support services is limited to 1 calendar year from the date of payment or the first part of payment.
4.8. All the provisions listed in clause 4 are equally applicable to VIP support on a tourist visa. The main differences between the usual VIP support and VIP support on a tourist visa include the following: the SEVIS fee is not included in the cost of services, since payment of this fee is not required when applying for a US tourist visa, drawing up an individual travel plan for the USA based on the budget and the wishes of the Acceptor.
4.9. The price of the "VIP support on a tourist visa" service is US$ 1990 per person.

5. Preparation for the interview.
5.1. This service includes an interactive interview simulator, a guide on popular questions at a student visa interview, as well as a 30-minute English lesson.
5.2. Format: audio (in the form of a 30-minute English lesson) and test (in the form of an interactive interview simulator). Also during the lesson, the Acceptor has the opportunity to ask the specialist questions that interest him.
5.3. The price of the service is 229 US dollars. Only full prepayment is provided.

6. A bot for making an appointment for an interview.
6.1. This service includes support in making an appointment for a US visa interview using a bot.
6.2. The price of the service is USD 105 with a one-time and full prepayment or USD 18 (prepayment) with a subsequent payment of USD 87 in case of a successful appointment for an interview. The amount of the prepayment ($ 105 or $ 18) remains at the discretion of the Acceptor.
6.3. The interview recording bot helps the Acceptor to track available dates within the range specified by the Acceptor and automatically records the Acceptor for an interview when suitable dates are found.
6.4. The bot helps with scheduling only in the embassies of the US consulates in those countries where it is possible to schedule a visa interivew through the website https://ais.usvisa-info.com / or website https://evisaforms.state.gov/Instructions/SchedulingSystem.asp . If necessary, the Acceptor can check with the Offerror whether the recording is carried out in the country of interest to the Acceptor through any of the sites listed in clause 6.4. of this Supplement.
6.5. Connection to the bot is not a 100% guarantee of recording, since the appearance of new dates for recording within the range specified by the Acceptor depends on the decisions and actions of third parties, in particular, US embassies and consulates in the respective countries.
6.6. Connection to the bot is carried out only after the Acceptor provides all the information necessary for connection. The Offerror undertakes to request the necessary information within a reasonable time after the payment is made by the Acceptor.

7. DS-160 and interview appointment scheduling instructions.
7.1. This service consists in providing the Offerror to the Acceptor with access to detailed instructions for self-filling out the US visa application form DS-160, as well as the answers of the specialist to the Acceptor's questions that may arise during the recording and filling out DS-160.
7.2. The price of the service is 55 US dollars. Only full prepayment is provided.
7.3. Format: text (guides and communication with a specialist in text format).
8. Payment of the MRV consular fee.
8.1. As part of this service, the Offerror pays the Acceptor's consular fee required to make an appointment for an interview at the US Consulate.
8.2. The Service applies only to fees, the amount of which is 160 US dollars. The Offerror's support in paying the consular fee is not possible in all countries.
8.3. The price of the service is 220 US dollars per each applicant for a US visa. Only full prepayment of the cost of the service is possible.
8.4. It is possible to pay the fee exclusively with a bank card. If payment of the fee using a bank card is not possible, the Offerror will not be able to provide a service for paying the consular fee.
8.5. If the fee is paid from the Applicant's personal account (in particular, this is the payment procedure provided on the website https://ais.usvisa-info.com /), the applicant's office must be fully and correctly filled in before payment of the fee. The Applicant also undertakes to provide the login and password from the corresponding cabinet to the Offerror and inform the Offerror of the name of the country in which the corresponding US embassy or consulate is located.
8.6. If it is possible to pay the fee with a card not from the personal account (for example, in the case of Kazakhstan), the Acceptor will need to provide the Offerror with additional information (the name and surname of the applicant in Latin, email, as well as other information that varies depending on the country in favor of the US consulate or embassy in which the consular fee is paid).
8.7. If the fee is paid on the website https://ais.usvisa-info.com /, it will be paid for all applicants whose records are in the active group.
8.8. The service delivery period ranges from several days to, in some cases, one week or more, if difficulties arise, for example, with the processing of payments by the payment system.
8.9. More detailed information about the payment of the consular fee is contained in Supplement No. 1 to this Offer. In case of contradictions between the provisions of Annex No. 1 and this annex, the provisions of Annex No. 1 have priority.

9. Payment of SEVIS fee (i-901).
9.1. As part of this service, the Offerror pays the i-901 fee, also known as the SEVIS fee, required for an interview for a US student visa, as well as for subsequent entry into the United States on a student visa.
9.2. The service also includes filling out the form i-901 by the Offerror.
9.3. The price of the service is 410 US dollars. Only full prepayment is possible.
9.4. To fill out the i-901 and pay the SEVIS fee, the Applicant's i-20 form will be required, as well as additional information.
9.5. More detailed information about the payment of the SEVIS fee is contained in Supplement No. 1 to this Offer. In case of contradictions between the provisions of Annex No. 1 and this annex, the provisions of Annex No. 1 have priority.

10. Schengen visa.
10.1. The service consists of a text consultation on obtaining a short-term Schengen visa of category "C", and the preparation of documents required for submission, an appointment for filing documents at the visa application center, filling out a questionnaire for applying for a Schengen visa in English, as well as text support in the process of obtaining a corresponding Schengen visa.
10.2. The price of the service is 99 US dollars and does not include consular and other fees. Only full prepayment is possible.
10.3. The Offerror and the third parties involved are not responsible for the Consul's decision.
10.4. The Offerror provides support to Acceptors who are citizens of the Russian Federation or Belarus, residing on the territory of the Russian Federation, or persons who do not have citizenship of the Russian Federation, but who reside on its territory and have proof of continuous legal residence on the territory of the Russian Federation for 6 (six) months.

11. Online English course.
11.1. The Service consists in submitting the Acceptor's documents to a language school in San Diego for the purpose of teaching English in a distance (online) format. The dates of the next stream and the schedule are indicated on the Website.
11.2. From January 10, 2023, the service is available only to Acceptors whose English level is not lower than Intermediate.
11.3. The price of the service is US$ 295. Only full prepayment is possible. The price of the service also includes the full tuition fee for this course.

12. Submission of documents to an educational institution in the USA.
12.1. The specifics of submitting documents are also set out in Supplement No. 2 to this Offer.
12.2. It is possible to submit documents to language schools in Los Angeles, Miami, New York, Chicago, San Diego, Salt Lake City, Dallas, Orlando, Indianapolis. The list of schools is limited to the schools with which the Offerror cooperates and the list of schools is not subject to disclosure until payment is made by the Acceptor.
12.3. Information about the cost of training and other features of training in language schools, as well as the price of the service for submitting documents is presented on the Website and can be communicated to the Acceptor at the request of the Offerror.
12.4. Submission of documents to some language schools is possible only if the Acceptor purchases the "Personal support" or "VIP support" service. The list of cities where the relevant schools are located is approved by the Offerror and provided to the Acceptor upon request.
12.5. It is possible to submit documents to a language school in San Diego for training in the program for English teachers, followed by obtaining a TESOL certificate.
